On the 2008 Campaign in the Winter of our Discontent:

With U.S. history as a guide to action and the proven facts available to us it should be clear to all with open minds that the next President of the United States will be the same kind of President the United States has always had: a White man! The typical Amerikan voter is a middle-class middle-aged White man who is at least a subconscious racist in denial and his own racism blinds him from seeing people as they really are on the inside.

No way in hell will the White racist American voter, in the solitude and privacy of the voting booth where no one is snooping over his shoulder to see if he being politically correct, make a decision to vote for an intelligent African-American man whose father was born in Kenya and White mother in Kansas.

Obama represents a kind of twisted guilt trip for White Amerikans who do not want to admit their inner racism and think it is grand idea that a Black man can do well in his bid for the Presidency and may support him in his quest but only up to a critical point. The critical point where the racist mind will think twice about the Obama Candidacy is when he gets the mental image of having a Black man as Commander-In-Chief inside the Oval Office White House with a gun! White racist Amerika alone will never vote for a Black man for President.

Neither will the typical Amerikan voter vote for any woman for President because we still live in a male-dominated chauvinist society. Besides, Hilary has too much baggage, along with the trash connected with her husband, 'Billy-the-Kid' Clinton. To many people she is seen as a part of the usual corporate-supported business as usual in Washington D.C. Irregardless, most testosterone driven males have still not fully accepted the concept of equal rights for women in all realms and certainly will not have a White woman as their national leader.

In the deepest depth of their psyche, White Amerikans prefer a White man for President if they are to feel safe at home with their families and sleep well at night. The idea of a bold brainy woman or an intelligent Black man being President in the Oval Office just does not sit right in their minds nor does it jell well in their souls.

Many non-White people simply do not now vote in significant numbers enough to dramatically shift the outcomes of campaigns for the U.S. Presidency. Potential is not necessarily manifest and many eligible voters do not vote despite their woes and worries. The most consistent non-White voters who are U.S. citizens are Asian-Americans. Sadly, many Chicano-Latinos and African-Americans, who united together could sway Presidential Elections, simply do not stay awake and go out and vote on voting day for the Presidential candidate who would best represent and fight for their bosom survival interests under corporate Amerika.

Amerika is not color blind when it comes to race despite liberal pretensions to the contrary. The fact of one's outward racial makeup is still a key factor in choosing who will be the next President, along with the candidate's gender in terms of being a man of a woman. Keep in mind that the whole concept of separate races is a social invention since human beings together make up the race of humankind as a species of life upon Mother Earth and we still live in a macho patriarchal society. Thus, in connected reality today, one's race-identity matters and one's sex gender matters when people vote for President of the of Amerika!

The number one division among American citizens in present-day society is still White racism among White people. It links together the racist Aryan-brotherhood member on Death Row spewing venom with the Evil One now in the White House plotting away during his last days for more photo-ops. In their heart of hearts, the vast majority of White Amerikans in the general population have racist roots and have been carefully taught to continue to be racist from one generation to the next. Some may not really believe they are genetically superior to non-Whites but they know that they are in an environmentally superior position when it comes to personal safety, social standing and economic success and in a White racist dominated society. White racists profit from the benefits of institutionalized racism.

Despite some progress over the decades, we are still living in a racist society that has extended its psycho-social disease beyond White racism against Blacks to include Mexican immigrants and Middle-Eastern peoples. Historically, from the early mass genocide of natives indigenous to these lands, to the horrors of lynching under Black Slavery, the theft of Aztlan from Mexico under the barrel of the gun legitimatized in the 1848 Treaty of Guadalupe Hidalgo, to being suspicious of Muslims in a public setting as if they could be suicide bombers. Amerikans have been and are haters and their silent role as accomplices to the insanity of the Bush Regime engenders real hatred against Amerikans in the hearts of billions of people outside the United States!

White people are fast becoming the real racial minority inside the United States but now they are still the numerical majority. Minus, we have many non-White people who deep inside their Amerikanized psyche wish they were white-skinned White Amerikans and desire to be fully accepted by White society and thereby cancel themselves out in the politics of the race game because of their lack of racial loyalty. Trust me, irrational racism is still alive and well in Amerika, though we know that it is morally wrong and ethically unsound. White racism against non-White peoples is a key element in Amerika's history, inheritance and national mentality.

In my humble estimation, the only viable humane candidate from the Democratic Party running for President is John Edwards, but if it comes down to Hilary or Obama as the Democratic Party candidate then Edwards will be out of the Presidential race. I seriously doubt that the typical Amerikan voter as profiled above will vote for either Obama or Hilary Clinton. If the Democratic Party is not wise, savvy and do the basic math they can very well lose their only chance for capturing the Presidency in 2008 after eight years and we will get a conservative and reactionary Republican President. Now many Democrats naively assume that they going to easily capture the White House. Remember the lessons of 2000! Shift happens!

I am not thrilled with any of the official candidates for President right now and am an independent voter. Being early in 2008 it looks like we are stuck with the same ol' LOTE (Lesser Of Two Evils) choice for casting our vote on voting day. Independent voters who tend to be Democratic-leaning can be a key factor as they were in 2000, but remember the result back then? Gore should have won the U.S. Presidency by a landslide but he failed to draft and invite then President Clinton to campaign for him because of Billy-the-kid's sexual indiscretions, not because of the Bush Family's grand theft. Back then I voted for Green Party candidate Ralph Nader as a symbolic protest vote and because Nader had a lot of longevity and credibility as a social reformer.

The independent voter can influence the Presidential Elections to a quantitative degree but can that influence really be a determining factor in the actual outcome on Election Day ~ Tuesday, November 4, 2008?

Millions of eligible voters are still not registered to vote nor even know where their local polling place is located and the necessary community-based machinery for mass mobilization is not in operation inside the United States. There still no strong humane rights movement nor an aggressive vanguard party inside the United States that could give hope, example and inspiration to the rest of the world suffering under the dictates of the Amerikan Empire.

During the reign of the rogue Bush Regime the United States has fallen as a failed state and is seen as the enemy of humankind in the eyes of the majority of the world's people who reside in the Third World: Latin America, Africa and Asia. Many of them must think that we are at least narrow-minded nationalists without any humane compassion for the plight of the wretched of the earth beyond its own artificial borders. At worst we are seen as a selfish sinful people or killers worthy of a Jihad against us.

Across the ocean the Iraq War rages on despite the splurges on surges and the Middle East madness expands further into Afghanistan, again. The genocide in Dakur goes on in Africa as AIDS spreads throughout the dark continent. Latin America still suffers from neo-imperialism under the boot of U.S. sponsored petty dictators, the archaic inhumane Cuban blockade is still up after decades, with Guantanamo prison on Cuban soil.

The appeal of the Presidential candidates is to the hearts, souls and bank accounts of middle-class Amerikans and they routinely ignore the millions of poor oppressed people inside the United States who feel they have no stake in politics in general, including the 12 million-plus illegal immigrants here now who are just trying to stay under the radar of the INS and work hard to support their families as they pay taxes as consumers.

Here in the good ol' U.S.A. people are dying now from criminal neglect, from social apathy and from Amerikan arrogance. The many prisons that function as domestic concentration camps are always overcrowded with horrors hidden from the public eye, thousands of hungry homeless veterans wander the streets who still remember their military training and many children who should have promising futures die out because of no medical coverage.

We are in a new Millennium still living in cruel barbaric times. In connected reality, we have as much claim to any real humane civilization as a pack of wild hyenas.

Comment regarding: Assoc. of Raza Educators, Post-Conference Follow-up!!!

11-19-07 @10:03 PM ~ Gracias Hermano Ron ~ I pray that Raza Educators continue to grow as a powerful force in local, national and global forums that address and advocate a host of critical issues in these times of troubles, plagues and persecutions!
Much remains to be done. As always, the harvest is plentiful but the laborers are few. Vanguard leadership is a critical factor at this point in our collective struggle. We have gone far yet so much more remains to e done, especially with ourselves and our ridding ourselves of the counter revolutionary character defects that we have inherited and been conditioned into from our general reactionary environment.
If we are to be free we will eventually have to stop thinking like the oppressor, stop thinking like asinine Amerikans and come to the firm conclusion that if we are to be free in conjunction with all peoples that we must first free ourselves from old repressed mentalities and old bad behavior patterns. Our patriotism is indigenous, without borders and opposed to all manifestations of narrow cultural nationalism!
An educator must 'lead forth' in the open battlefields of praxis or else is a mere parrot for the parasitic ruling class in our classrooms or a mere pawn in a three-tier chess game with a square checkers mind-set .

I am glad to see that the Spirit of Paulo Freire lives on! I was blessed to meet him at a small conference we had at Sac State decades ago one Saturday after Marianna Castorna invited me. There was a small dialogue and I got the impression that I was in the presence of a humble master. He had a grandfatherly way about him. I did a little research on him today.
It is clear and certain that a lot of the kinds of essential work he was doing back then in the field of basic literacy still needs to be done by us ~ by all of us concerned with raising a critical consciousness to higher levels of praxis. Action makes the frontlines!
We must really know our people and never distance ourselves from the collective genius of the people. Thus, the basic urgency of community literacy programs in conjunction with the building of a liberated free zone composed of a solid community-based infrastructure ~ learning community centers ~ right here now in the brain of the fascist beast!
Our youth will continue to be our own shock and awe troops in the times to go, especially their adept willingness at utilizing new forms of communications media technology, including Text Messages, Video Clips and utilizing the Power of the Internet with bold imagination!
A few years, the old vanguard of the Chicano Movement overestimted their organizing powers and underestimated the natural power of La Raza Cosmica during the Grand Marcha and failed to see that the basic community work had yet to be done and still remains to be done.
A lot of related complexities were not properly analyzed and estimated
into their calculations.

Nevertheless, some of us contine to plant seeds, grow our harvest and nurture new crops. We have a whole new generation of people who only have a vague idea of what a Chicano is or what the Chicano Movement was in the past. Where is La Raza Unida?
Hell, we are such a complex intricate people that we have not even reached a general understanding of what to refer to ourselves as as a unique people of Aztlan!
Yo soy Chicano yet I identify with all indigenus and Latino peoples. Plus, we need to reach our to our African-American brothers and sisters and all progressive peoples of all races, not corner ourselves into a racial bag and make it easier for our armed class oppressors to isolate us!

Everybody says that Bush's war against Iraq is turning into another Vietnam, but here is an article that really digs down and spells out the similarities in detail.

Sorry, Mr. President, but Iraq looks a lot like Vietnam

At the end of the Persian Gulf War, President George H. W. Bush senior, flanked by then Secretary of Defense Richard Cheney and Chairman of the Joint Chiefs Colin Powell, proudly proclaimed we'd finally licked the "Vietnam syndrome." Is it any wonder then that George W. Bush, surrounded by the same advisors, refuses to recognize that Iraq increasingly resembles that traumatic Asian conflict? In mid-April 2004, President Bush flatly declared: "The analogy [between Iraq and Vietnam] is false."
I served a tour of duty in Vietnam in 1970-71 and returned in the late 1980s for the first of several prolonged visits. Based on my experience, Iraq today looks more and more like the Vietnam I knew firsthand as an army intelligence officer more than three decades ago.
Strategy and Tactics
First, there are the obvious strategic and tactical similarities. American troops are fighting a guerrilla war in Iraq. The terrain is difficult, and the insurgents know it better than we do. The enemy attacks at a time and place of its own choosing, avoiding troop concentrations where U.S. firepower can be brought to bear. Urban warfare has become the norm with insurgents staying close to U.S. troops, often engaging civilians to support or shield their operations. As a result, the uncertain battleground of Iraq poses enormous challenges for American soldiers, seeking to separate combatants from civilians without alienating most Iraqis. We face in Iraq, like we did in Vietnam, an enemy who refuses to play by our rules and is clearly willing to die for his beliefs.
Before we finished in Vietnam, we had dropped more bombs on Indochina than had been dropped on the remainder of the world in all the wars to that time. The U.S. military continues to believe in the might of firepower. But it also wrestles with the difficult task of establishing the appropriate balance between winning hearts and minds with aid and reconstruction and using force to root out insurgents. In Iraq, we had briefly moved from "shock and awe" to building schools and hosting soccer games. We're now back to block-to-block searches of cordoned cities.
In the process, the U.S. military has generally refused to account for civilian casualties in Iraq, in part because they are frequently huge. As in Vietnam, 600 dead or dying Iraqis too often appear as 600 "insurgents" in army press accounts. The refusal to acknowledge civilian casualties, while meticulously accounting for our own, has another downside. It suggests to Iraqis that American lives are more important than those of the people we supposedly came to liberate.
[The Progress Report observes -- when Iraqi civilians are unable to trust U.S. military-sponsored media, they must look elsewhere in search of accurate news and reporting. The U.S. needs to be building trust, and truthful reporting is a necessary first step. Let's take that step!]
Throughout the Vietnam War, especially in the early years, American officials deliberately misrepresented the enemy. Vietnamese nationalists were ignored with all opposition labeled Communist or with the delightfully pejorative phrase "Viet Cong." In Iraq, the Bush administration has once again written nationalists out of the script. Insurgents are variously labeled "dead-enders," "fanatics," "thugs," "militants," "terrorists," or "outsiders," despite growing evidence that a large percentage of the Iraqi people are opposed to the U.S. occupation. Recent intelligence reports suggest that support for the insurgents is widespread and growing. In some areas, Sunni and Shiite groups are joining forces, at least temporarily, in a common cause -- killing Americans.
There is also a failure in Iraq to understand and empathize with local mores and culture or the role of Islam in Arab society. The military has too few Arab language specialists and those experts in government with good knowledge of Iraq's history and culture were marginalized from the Pentagon's planning of the war and the peace, just as we failed to comprehend the Buddhist culture of Vietnam. The bombing of a mosque in Fallujah in April 2004 is a recent case in point. Suicide bombers in the Middle East, like Buddhist self-immolations in Vietnam, are incomprehensible to the average American, nestled in a comfortable suburb with a good paying job. Plunging into a maelstrom of political and religious rivalries, we have too often depended in Iraq on the counsel of a few self-serving Iraqi exiles and Arab intellectuals experienced in manipulating Western arrogance and ignorance.
There was no real plan for victory in Vietnam, and there appears to be none for Iraq. The June 30 date for the transfer of sovereignty back to the Iraqi people, in particular, makes no sense except in the context of President Bush's desire to be rid of Iraq before the U.S. elections in November. When asked why it is so important to pretend to return sovereignty to the Iraqis on June 30, no one in the administration seems to have an answer. What is clear is that no viable political body has been created or identified in Iraq in the last year with the domestic political support necessary to take charge and run the country after the turnover. Unless the White House adds credibility to the June 30th transfer, it is also clear that the other dates detailed by the president in his April 2004 press conference, dates leading to a permanent Iraqi government by December 2005, have no meaning whatsoever.
Iraq's Tet Offensive?
In this regard, the April 2004 insurrection in Iraq could well have a political impact on the Bush administration similar to the impact of the 1968 Tet offensive on the Johnson administration. The Tet offensive exposed the consistently positive U.S. message in Vietnam to be a lie. In turn, the savage attacks of Iraqi insurgents almost 40 years later dealt a heavy blow to the credibility of the Bush administration. In both cases, events on the ground suggested that the U.S. government, not only was not in control, but didn't have a plan.
A parallel can also be drawn to the now discredited domino theory, which suggested that the fall of Vietnam would lead to a Communist takeover of all of Asia. President Bush promised a similar domino effect in the Middle East in which the overthrow of Saddam Hussein would lead to a resolution of the Israeli-Palestinian dispute and the flowering of democracy throughout the region. The failure to install democracy in Iraq will likely lead to a long winter of autocracy in the Middle East before other states even attempt meaningful democratic reforms.
Wars of Choice
Vietnam and Iraq were both wars of choice. And they are also similar in that deceit and misrepresentation was employed by the U.S. government, first to engage U.S. forces and then to keep them there. President Bush took us to war on the grounds that Saddam Hussein possessed weapons of mass destruction and had ties to al Qaeda. No weapons of mass destruction have been found and no ties to al Qaeda have been discovered. We were also told our troops would be greeted with open arms and flowers, which didn't last long, and that Iraqi oil would pay for most of the reconstruction. Now we are told that we're actually in Iraq to nurture democratic self-government, but political reconstruction is also going badly.
In retrospect, it is clear we had no idea what we were getting into when we marched into Vietnam, and the same appears true in Iraq. In reference to Vietnam, President Johnson pledged in April 1965: "We will not withdraw, either openly or under the cloak of a meaningless agreement." Four decades later, President Bush pledged: "We've got to stay the course and we will stay the course" in Iraq.
The American people -- and the Iraqi people -- deserve better than this. They are entitled to a well-thought-out, credible plan, detailing how the administration expects to achieve its objectives in Iraq. A realistic plan is also a prerequisite to engaging fully the international community in reconstruction efforts, a necessity the Bush administration has only belatedly come to recognize. Reviewing what went right -- and wrong -- in Vietnam might be a good place to start when creating such a plan.

It is now October, another global warming summer has passed, the climate crisis continues and we are into the fall with the autumn leaves beginning to drift down here in Sacramento.

The trees of Sacramento are its crowning glory as there are over 160,000 trees in the Sacramento area. Rising together they are Sacramento's greatest beauty, not the State Capitol with its Governator Arnold Schwarzenegger.
The California Gold Rush of 1849 was sparked when James Marshall discovered gold while constructing a sawmill along the American River northeast of present-day Sacramento. Founded in 1849, the City of Sacramento is the oldest incorporated city in California, and is the State Capitol of California.

Sacramento is a City-County jurisdiction, like San Francisco. A lot of state office workers, retired people and business people live in Sacra, though from my vantage point working among many of the local homeless I know it has thousands of poor people existing in the misery of poverty within its borders. It has been noted as the most diverse city in the U.S.A. and racism is polite and subtle.
Politically Sacramento is a relatively liberal city with a slight Democratic edge of registered voters. Predictably, many of the eligible poor voters are not registered to vote and do not usually vote. There are some Sacramentans who are hard-core conservative reactionary elements in key positions of power that prefer the status quo that way and they have generally discouraged any strong radical political base-building here in Sacra, unlike San Francisco. The dominant newspaper is the widely circulated Sacramento Bee, though there is the free Sacramento News & Review with a relatively small circulation.

Sacramento County has a general population of 1.35 million and encompasses approximately 994 square miles in the middle of the 400-mile long Central Valley, which is California's prime agricultural region,
San Francisco has a population estimate of 744,041 of about 49 square miles with out of a statewide population of 36,457,549 and it the cultural center of the whole Bay Area.
Los Angeles County has the largest population of any county in the nation with 10,331,939 as of January 2007, has 4,084 square miles and its size is exceeded by only eight states. Approximately 27 percent of California's residents live in Los Angeles County.

Sacramento's population is stretched out over many miles with a high degree of integration in the general population with scattered clusters of black ghettos and brown barrios, not in a central location as in other cities with a large compacted ghetto or barrio.
It is hoped that with the advent of the Internet we will eventually get a bigger better picture of the degree and level of cultural-racial integration, as official statistics are often biased and flawed. Who does a head count in Del Paso Heights, South Central or East Los Angeles?
Meanwhile, elsewhere in the world the mass war and insanity of these troubled times instigated by the Amerikan Empire continues and many Amerikans are sound asleep in relation to their social consciousness full of more fear and hatred of foreigners than ever in a world in which the majority of the people are of the Third World in Latin America, Africa and Asia. From a global overview, White Amerikans are really the minority in the world and many of them fail to heed this objective fact in ignorance or denial. Indeed, White Amerikans need to shed any remnants of racism like an old dead skin and unite together with the vast masses of the people worldwide in the collective struggles begin waged by many social movements for justice, democracy and liberation!
The truth is that White people do not have a monopoly on racism as racism comes in many colors. It is still alive and well in fascist Amerika and a key reason why the people of the United States are divided in mistrust and unable to see their common interests above and beyond their skin color, racial and cultural differences. The truth is there is really only one race and it is the human race as the whole concept of race is man's invention not seated in biological facts.

Chicanos-Latinos, or whatever in the hell you want to call the indigenous descendants of the original peoples of these lands I call Aztlan, were never ever meant to be part of the so-called Amerikan Dream. We have fought bravely in its war for false notions of patriotism or just to get home alive and still we are treated as foreigners. The Amerikan Dream has become our nightmare. Many of La Raza are so lost because they do not know who they are, what they are and have very little sense of their potential power to totally transform this wild world that we live in under this failed state called the United States of America. The sleeping giant woke up for a bit not too long ago, but it also has fallen fast asleep again, or better, pretends to be asleep.
Many undocumented Mexicanos want to stay invisible, have little or no faith in any hare-brained Chicano Movement and many Mexican-Americans or Hispanics are too busy trying to ape White Americans, not knowing who they are.
Our internal war goes on and one cannot be a real veteran when the war we need to fight is going on. Lead, follow or get the hell out of the day! History beckons us and we must arm ourselves with our courage, integrity and determination and fight onward!

President Bush makes surprise visit to Iraq: from LA Times + Comment

Comment: The Bumbler Bush sure as hell cannot make a surprise visit in my hood! He has to make a 'surprise visit' to Iraq as much as logistically possible in the military sense so he does not get his ass dusted! I saw him on CNN and others around him seemed paranoid like they were standing next to the Angel of Death! Talk about a suicide-bomber target! Most intelligent humane beings who are at least half-awake know what an evil fool, dumb decider and corporate corrupter Fuhrer Bush is in the real world, which he apparently does not live in on a objective conscious level.
All this public uproar about him and his low approval ratings says a lot more about the American people and the kind of crap they will swallow going down through throats and have been swallowing for years now. This whole Iraq-nam disaster, expensive as it is and continues to be, will be found to be a lot more expensive beyond monetary expense. It has already cost America the credibility of public opinion in the world and millions of Muslims hate America now who did not before. Hate is a powerful motivator for destruction.
Many people overseas must think Amerikans are really stupid or sheepishly complicant considering that this Fascist Bush Jr. was falsely elected without national resistance by the American people in a legal coup-de-etat stamped by the U.S. Supreme Court, then, re-elected four years later by the Amerikan voters who actually bothered to vote. There will be outstanding bills to pay before all this is said and done in Iraqnam and Amerika simply cannot afford to pay them. Karma catches up and the scales of justice must be balanced between here and death!!

AL-ASAD AIR BASE, Iraq -- President Bush landed in Iraq today on his third surprise trip to the war zone, this time intent on emphasizing his belief that the current strategy is working to ease violence.

The visit, to a military base in Anbar province about 120 miles northwest of Baghdad, came on the eve of a crucial assessment on the progress of the war --and the success of recent U.S. troop "surge" -- being prepared by his administration and the top U.S. military commander in Iraq, Army Gen. David H. Petreaus.
For the record -- An earlier version of this article said this was Bush's second surprise visit to Iraq. It is his third. His second visit was in June 2006.
Bush, accompanied by Secretary of State Condoleeza Rice, was met here by Defense Secretary Robert M. Gates and was scheduled to meet with his top Iraq commanders and a broad range of Iraqi leaders. He is also meeting with a large group of Marines based here.

"This is the last big gathering of the president's top military advisors and Iraqi leadership before the president decides on the way forward," said Pentagon press secretary Geoff Morrell. "He has assembled his war council here."

The Iraq war has come to dominate Bush's White House tenure, particularly his second term. Initially considered virtually over a little more than a month after it began, it transformed years ago into a long, hard slog that has helped derail almost all of Bush's other initiatives. But Bush maintains that his current strategy, and current military leadership, are beginning to turn the war around.

The forthcoming assessments are crucial, because they may determine if Congress tries to force the Bush administration to alter its strategy and begin reducing the American military presence. About 20 combat brigades -- 164,000 troops -- are now in Iraq.

The U.S. delegation, which also included National Security Advisor Stephen Hadley, Ambassador Ryan Crocker, Petraeus and Adm. William Fallon, the top U.S. military commander in the Middle East, met with five Iraqi leaders, including Prime Minister Nouri Maliki and President Jalal Talibani. To ensure that all of Iraq's major ethnic and religious groups were represented, U.S. officials also invited a Sunni, Vice President Tariq Hashimi; a Shiite, Vice President Adel Abdul Mehdi; and a Kurd, Deputy Prime Minister Barham Salih.

Officials chose Anbar as the meeting site to emphasize the progress made in reducing violence in the province, and to give both Bush and Iraqi politicians the chance to meet with Sunni tribal leaders who once helped lead the opposition to the U.S. military presence.

Bush last visited Iraq in June 2006. His first trip, on Thanksgiving in 2003, was best remembered for a photograph of the president presenting U.S. troops in a dining hall what turned out to be a decorative, non-edible turkey.

This time officials sought to characterize this trip as more than just a photo opportunity. Defense officials accompanying Gates said the visit was an attempt to help Iraqis connect progress at the tribal level with broader national efforts to ease violence between Sunni and Shiite sects.

"This needs to be an Iraqi process to connect the top-down reconciliation with the bottom-up reconciliation," a senior defense official said.

When the U.S troop build-up and counterinsurgency strategy was announced last January, American leaders promised that the surge would give the lraqi government time to make political reforms and forge agreements among various factions. There has been little such progress in Baghdad this year. For months, however, U.S. officials have been promoting progress at the local level, particularly in Sunni-dominated Anbar province.

The province was once the epicenter of insurgents opposed to the U.S. presence in Iraq. Now, many Sunni tribes are working with the Marine Corps, helping to fight militants aligned with Al Qaeda in Iraq.

Under the agreements worked out in Anbar and other parts of Iraq, the tribes have pledged to support the central government in exchange for having their members brought into the Iraq security forces. American officials hope that such agreements can form a building block of a much broader reconciliation between Sunni and Shiite factions and eventually help reduce the violence across Iraq.

This month the administration will release its assessment of its current Iraq strategy, producing a long list of congressionally mandated reports and sending officials to testify on Capitol Hill.

Although the administration has been emphasizing the assessment that Petraeus will give to Congress, the Pentagon is also preparing its quarterly report on violence and progress in Iraq.

That report, due early this month, will be the first of the series to analyze progress as the troop buildup was being completed. The most recent quarterly reports have been relatively blunt and forthright in their examination of the situation in Iraq.

The senior defense official said that report will clearly show that Anbar, once one of the most violent areas in Iraq, has now dropped to only the fifth or sixth most violent province.

"That is striking when you think of where it was a year ago, the official said. "Nobody is suggesting for a minute that it is all peaceful and all within government control, but it is significantly better than it was in the past."

Despite the near-constant refrain from Washington about improvement and progress in Anbar, the Maliki government remains suspicious of some of the agreements forged by the Americans.

Some Shiite leaders see the U.S. initiative as merely arming and supporting Sunni groups that oppose the Shiite-dominated central government.

And U.S. officials brought Maliki and the other leaders to Anbar in part to show the Sunni tribes the central government is supportive of them.

"There are those inside the Maliki government who might want to characterize this as arming a Sunni opposition," the official said. "That is why we have said, time after time after time, that we need to get Maliki out there."

Villified at 'home,' it seems Mr. Bush feels more comfortable, perhaps even 'safer,' with a 'photo-op' amongst his own kind [terrorists], even though he won't ever see, let alone acknowledge, the resulting carnage, stupidity, silliness, and waste of human and material resources of keeping U.S. personnel [military or not] 'engaged' [in diying] in that part of the world. And for what? 'Power and control' of oil? Pfffft!

2. I am a viet vet, i have walked mine sweeps on dangerous roads, civilian convoys? not in my time in country. some one is not living in the real world when actions like this are taken, if during that time the road was impassable? it was destroyed. period. and in time tjhe area would become the object of a search and destroy mission and the zone pacified.

3. God help our poor boys and men who are fighting in this unjust war. I have believed this was a war statrted by bush to wipe out hussein and go for oil control. We have soldiers who are executed, mutilated, and killed by iud's and our soldiers are being tried for murdering civilians and children in Iraq. Isn't this a war they were sent to fight? ? Our government is telling us to just be nice in a war? . You have a government who pays poor wages, doesn't care about you after you are injured forever, and will try you for murder for killing someone in a war. No wonder people don't want to go to war for the U.S.
